The building was considered to make a positive contribution to the conservation area. Historic research and architectural assessment was able to show that this contribution was in fact low and that war-time damage had led to the loss many original features.

Following competition by interview, run for the clients by the consultancy, Allies and Morrison produced a design, shown here, based on a conservation area brief, which the consultancy argued made an enhancement to the area. Westminster City Council accepted the case.
